What happened
NetBlocks and Cloudflare Radar track national internet shutdowns and major outages in near-real time. Deliberate shutdowns typically accompany unrest, exams or elections, while technical failures (BGP leaks, DDoS, cloud/CDN outages) hit specific providers and regions.
Why it matters
A shutdown suppresses the affected economy's digital output and payments for the duration, a measurable cost, while a large outage or attack lifts attention and spend on security and resilient infrastructure. As with cables, the channel is operational risk, so the exposure is indirect.
Exposed assets
| Ticker | Direction | Rationale |
|---|---|---|
| NET | ▲ | outages and attacks drive CDN and security demand |
| CIBR | ▲ | resilience spend lifts the cybersecurity complex |
| EEM | ▼ | shutdowns curb the affected economy's digital activity |
